Bei dem Projekt handelt es sich um \u00e2\u20ac\u017en\u00c3\u00a4chste Kapitel\u00e2\u20ac\u0153 der Serie. Als Showrunner und Executive Producer werden Michael Aguilar (Kidding) und John Logan, Sch\u00c3\u00b6pfer von Penny Dreadful, fungieren. Das Gruseldrama Penny Dreadful wurde im Jahr 2016 nach insgesamt drei Staffeln eingestellt. Das Spin-off wird den Titel \u00e2\u20ac\u017ePenny Dreadful: City of Angels\u00e2\u20ac\u0153 tragen und in Los Angeles im Jahr 1938 spielen. Laut TVLine sollen sowohl soziale Spannungen als auch die amerikanisch-mexikanische Folklore eine Rolle in dem Projekt spielen. Obwohl das Spin-off als das \u00e2\u20ac\u017en\u00c3\u00a4chste Kapitel\u00e2\u20ac\u0153 und \u00e2\u20ac\u017espiritueller Nachkomme\u00e2\u20ac\u0153 der Mutterserie beschrieben wird, werden die bekannten Figuren wohl keine Rolle spielen. Gary Levine, Chef von Showtime, betonte, dass gro\u00c3\u0178e Begeisterung herrschte, als John Logan mit dieser unglaublich originellen Version der Penny Dreadful-Mythologie an den Sender herantrat. Das Spin-off verspricht, eine au\u00c3\u0178ergew\u00c3\u00b6hnliche Geschichte mit famili\u00c3\u00a4rer Liebe zu werden, die sich gegen schreckliche Monster, die in und um uns herum sind, richtet. Unter anderem sollen historische, reale, politische, religi\u00c3\u00b6se, soziale und rassistische Probleme thematisiert werden.
